I was able to find a manual that has the instructions for replacing the line. I posted the image below that has these instructions. If you have tried these without success, you might have to replace the cutter head. To remove the cutter head you have to insert a small screwdriver into the lock notch.

The second image below shows the notch. Once you have the screwdriver in place unscrew the cutter head. You will have to use some force to break it loose.

The incline motor could not stop the console from lighting up. You might have a bad console, motor controller board, or a problem in the wiring harness from the motor controller board to the console.

You can disconnect the power cord from the wall plug, and remove the motor hood from the treadmill. Check the 8 wire connector on the motor controller that comes down from the console. Inspect the terminals in the connector to see if one has backed out of the connector or has a wire broken in it. Remove the console and inspect the wires in the 8 wire connector there.
